LACoFD provides emergency dispatch, fire suppression, rescue, and EMS response across 59 cities in Los Angeles County, one city in Orange County, and surrounding unincorporated communities.

Across 23 fire stations, no two facilities presented the same network environment. Building layouts varied, construction materials differed, and existing wireless infrastructure had evolved over time with limited RF documentation or visibility into coverage conditions.
